SMS Incubation and Entrepreneurial Foundation (SIEF) Recognized under Uttar Pradesh IT Policy 2022

Lucknow, August 27, 2026: The SMS Incubation and Entrepreneurial Foundation (SIEF), an initiative of the School of Management Sciences (SMS), Lucknow, has been approved and recognized as an incubator under the Government of Uttar Pradesh’s IT Policy 2022 / Uttar Pradesh Startup Policy and has been activated on the StartinUP Portal as a recognized incubator.
SIEF is among the 12 additional incubators recently approved and recognized in the state. This significant achievement follows the decision and approval of the Policy Implementation Unit (PIU) at its meeting held on June 22, 2026. The official communication issued by the Government of Uttar Pradesh regarding SIEF’s recognition confirms that the incubator has been approved and activated on the StartinUP Portal as a recognized incubator.
During a ceremony held today at Lok Bhavan, Lucknow, Hon’ble Chief Minister Yogi Adityanath highlighted the significant role of more than 24,000 startups in strengthening innovation and the startup ecosystem and contributing to the progress of Uttar Pradesh. He also emphasized that the approval and recognition of 12 new incubators in the state would further strengthen their contribution to the state’s development.
It is noteworthy that SIEF is the first selected incubation institution in the category of self-financed institutions in Lucknow to receive such recognition, making this a significant achievement for the School of Management Sciences, Lucknow.
With this recognition, SIEF will now be able to utilize the relevant facilities available through the StartinUP Portal and facilitate eligible applications and proposals for startups and entrepreneurs seeking benefits, incentives, assistance, and schemes available under the policy. The recognition provides SIEF with an important opportunity to further strengthen the startup and innovation ecosystem of Uttar Pradesh and provide institutional support to young entrepreneurs.
On this occasion, Mr. Sharad Singh, Secretary and Chief Executive Officer, School of Management Sciences, Lucknow, said that the recognition accorded to SIEF is an important testament to the continued commitment of SMS and SIEF towards innovation, entrepreneurship, and startup development. He stated that the institution is committed to nurturing an entrepreneurial spirit among students and young people and providing them with the necessary platform and resources to transform innovative ideas into practical ventures.
Prof. Bharat Raj Singh, Director, SIEF, said that the objective of SIEF is to provide students, young entrepreneurs, researchers, and innovators with a strong platform where their innovative ideas can be transformed into practical and successful enterprises through mentorship, technical guidance, business consultancy, incubation, networking, and linkages with government schemes.
He further stated that SIEF would not only support the establishment of new ventures but would also strive to provide necessary guidance and assistance from the initial stage through the subsequent stages of business growth and expansion.
Prof. Singh added that with the recognition by the Government of Uttar Pradesh, both the capabilities and responsibilities of SIEF have increased. In the coming years, SIEF will develop broad-based collaborations with industries, educational institutions, experts, investors, and government agencies to promote innovation, entrepreneurship, startups, technology development, and employment generation.
He expressed confidence that SIEF would play an effective role in providing opportunities to emerging talent and innovators in Uttar Pradesh and contribute towards developing the state as a strong and self-reliant hub for startups and entrepreneurship.
